Creates a customer under parent. Requires direct billing.write on parent — a servicing or wildcard grant does not authorize creation.

Optional. Sandbox only. When true, the customer is created with a simulated clock: a
SimulatedClock is minted and owned 1:1 by it, and the customer's DD / subscription lifecycle
is driven by advancing that clock rather than by wall-clock sweeps. The customer itself is
ordinary; only its clock is simulated. Rejected in production. See SYN-454.

start_time

date-time

Optional. Sandbox only; requires with_simulated_clock. The instant the simulated clock
starts at — its initial sim_now. Defaults to the customer's creation time when unset. Set
it to park the clock on a specific date (e.g. a bank-holiday weekend, or a leap day) so the
customer's DD collections — created at this clock's sim_now — exercise date-sensitive
collection-cycle logic from a known calendar position. May be in the past. See SYN-454.
